8c6c7565ac build: drop ABI version from metadata 
Preparation for supporting dynamic ABI versions that depend on the runtime
configuration. Read the suffix from the staging dir pkginfo version files.

430f572960 build: use SPDX license tags 
The license folder is a core part of OpenWrt and all GPL-2.0 licensed.
Use SPDX license tags to allow machines to check licenses.
